David Bulman's interest in transportation engineering began when he was a young boy. He would watch his father run heavy equipment to build and improve town roads during the Depression. In 1950, David started working for the New York State Department of Public Works. While gaining valuable experience in the field, Bulman still had a great desire for higher education. After completing his course work at Yale, Bulman was hired in late 1960 by the City of Rochester, NY as their first professionally trained traffic engineer. In Rochester, under the direction of Gene Simms, a protege of Henry L. Barnes, the Commissioner of Traffic for New York City, Bulman realized many opportunities in the planning, design. and implementation of a host of geometric and operational improvements. David is pleased with the growth and importance of the ITE NY Upstate Section and is proud to have the Leadership Award given annually in his name.
