A mid-sized City decides to upgrade their traffic signal system with new equipment, interconnection expansion, and a traffic control center. The City prepares a request for proposals (RFP) to design the system and distributes the RFP to a number of consultants with previous experience in traffic signal system projects. The Consultant proposals are reviewed with three selected for interviews to determine the successful engineering firm. One firm comes to the interview with their owner, Mr. Bigwig, whom is widely renowned for his knowledge and experience in the traffic signal field. Bigwig handles most of the interview with introduction of several staff personnel who will be working on the project. He reviews the previous signal systems they have designed and implies that he will have close oversight of the project. The City Officials are duly impressed that they will have that degree of expertise working on their traffic signal system. However, a review of their proposal appears to reflect a classic "bait and switch" approach.
