In an interview, Dr. Gordon Lovegrove, P.Eng, MBA, PhD, talked about the road safety planning models he and his research team have been developing and what ITE members can do -- and are already doing -- to help. While safety is an implicit part of everything transportation professionals do, that does not mean safety is explicitly considered in the initial stages of a project as part of a formal process. Safety audits are typically conducted three to five years after something is built, with these audits relying on before and after studies. This means crashes may be happening for some time before a problem is even identified and addressed in "reaction" to that problem; this is why it is known as a reactive approach. Predicting how safe a proposed land use and/or transportation design will be is not currently a regular practice.
