This report discusses the development of a reusable first stage flight demonstrator. The attributes of this demonstrator model is that it (1) use traceable technologies and subsystems to create an operational vehicle; (2) is affordable; (3) be scaleable to full scale vehicle. The demonstrator is to act as a technology test bed for reusable vehicle technology. The programs features both technical and schedule/cost risk reduction, which are outlined.
