The results of a design study, the Shuttle Coherent Atmospheric Lidar Experiment (SCALE), are presented. This study addresses the questions that must be solved before a global wind profiler can be designed and which can only be answered by a space flight experiment. System sensitivity is discussed together with beam scanning, coverage, and ground truth. The system's laser transmitter, optics, and telescope are described as well as Shuttle accommodations. It is concluded that this experiment will be an economical and necessary step toward global measurement on the Space Station or earth observing system.
