The proposed action consists of constructing a temporary 110 x 1,200-foot lock at existing Lock and Dam 53 for the purpose of alleviating traffic congestion on the lower Ohio River until a more permanent solution can be implemented. The 1,200-foot lock would be used in conjunction with and located either riverward or landward of the existing 600-foot lock. Environmental impacts are: Alleviation of a serious traffic problem at Lock 53 by providing efficient and safe passage for river traffic; temporary downstream turbidity will occur during the construction period; coordination between construction activities and winter waterfowl hunting on the adjacent Kentucky State Wildlife Management Area may be needed depending upon left bank access needs during construction period; and the local economy will be temporarily enhanced during construction years. Temporary turbidity, noise, and dust associated with construction activities are the adverse environmental effects anticipated during project implementation.
