The document is the Final Report for the research study entitled 'Identification, Quantification and Structuring of Two-Lane Rural Highway Safety Problems and Solutions' performed for the Federal Highway Administration (FHWA). As the title suggests, the purpose of the study was to identify safety problems on two-lane rural highways through the review and analysis of existing data and to determine the cost-effectiveness of possible highway-related solutions to those problems. An extensive review of literature was conducted and existing research data bases were analyzed to provide state-of-the-art information on the current safety performance of two-lane highways and the potential benefits of highway accident countermeasures.
