The Intermodal Surface Transportation Efficiency Act, enacted in 1991, includes a requirement that each state spend 15 percent of its annual apportionment of federal nonurbanized funds to support rural intercity bus service unless the state's governor certifies that the state's intercity bus needs are adequately met. This research project identifies strategies for initiating, preserving, and enhancing effective rural intercity bus transportation. This report is also intended to serve as a resource for state program managers and other transportation planners and policymakers involved with rural transportation in their efforts to support and improve intercity transportation services in rural areas.
