This project evaluated the efficacy and feasibility of an Independent Transportaion Network (ITN), a demand responsive transportation concept for the elderly characterized by nontraditional payment plans. The work demonstrated the need for an ITN system and developed a workable design to perform pilot scale trials for assessing the feasibility of the ITN system. Data were collected through interviews with paratransit providers, focus groups with seniors, and telephone surveys. Pilot scale trial tests were conducted to establish the efficacy of the system. Transportation needs, service characteristics and payment plan options were evaluated for feasibility and suitablity for small communities. Based on IDEA project results, ITN is now being deployed in an operational setting with assistance from the Federal Transit Administration.
