This study details a comprehensive set of guidelines and a work-plan that consists of nine elements that need to be developed in implementing a congestion management system. A procedure has been developed by means of which congestion on roadway links can be identified at a macroscopic level using daily volume counts (ADT) after which, links that are identified as being congested will be subjected to a more detailed microscopic study using hourly volume counts to determine extent, duration and severity of congestion.
