Is our doctrine geared to serve the funding war more than the shooting war. The author investigates this question in light of Kosovo, pointing out some interesting internal friction points. Using typologies of 'positive' and 'negative' goals, he argues for a more effective shooting-war doctrine based on coercive aerospace power.
