The paper provides a perspective on container terminal productivity: how it is measured, the validity of the measurements, and the factors that affect the elements of productivity. Prepared as a result of a Sea Grant research project and with the cooperation of labor, terminal operators, port authorities, shippers, and ship/rail/truck carriers, this is the first study of its type. Such information is very important in determining the 'efficiency' of container terminals.
