The report describes 13 factors or attributes of an urban transportation system which must be considered in a benefit-cost evaluation of transportation impacts on four groups of potential beneficiaries: users, business and real estate interests, persons residing in proximity to rights-of-way, and the general community. The report was prepared as a supplement to Concepts for Evaluating Center City Transportation Program and Projects which discussed a general methodological approach. A comprehensive benefit-cost model must identify the distribution of transportation benefits and costs among the four groups. Specific factors to be considered include: travel time, access, noise, safety, vibration, air pollution, economic efficiency, growth and development, emergency responses, comfort and amenities, intrusion, attractiveness for the commuter, and flexibility.
