Crash data for all public roadways within Delaware is collected by Delaware State Police and local law enforcement agencies and transferred to DelDOT for inclusion in their Crash Analysis Reporting System (CARS). The Critical Ratio method that DelDOT uses to identify high crash locations requires traffic volume data which is not available on subdivision streets and municipal roadways. Based on a review of statewide crash data on all public roadways, only 4 percent of fatal and incapacitating injury crashes occur on subdivision streets and municipal roadways, indicating that crashes reported on these roadways would not likely meet the minimum crash criteria for the Transparency Report.
