The report analyzes the problem of passenger shelter design with the object of maximizing user welfare while contending with the constraints of environmental fit and cost. Each element of welfare (comfort, safety, convenience) is considered separately in the light of the constraints imposed by fit and cost. The analysis is used to develop a list of design criteria for shelters and a prototype shelter design is developed based on these criteria. The report also contains information on other problems confronting the shelter designer and a report on the shelters in use in the United States in 1970.
