This report provides guidelines for the successive alternative application of bituminous binder and cover aggregate to an existing paved surface. Such seal coats, as they are called, can keep out air or water from pavement surfaces, provide a skid resistant surface, reduce tire noise, improve pavement visibility at night, and improve demarcation of traffic lanes or other geometric features. The report, which is intended for professionals involved in the actual planning or conduct of highway maintenance or reconstruction, provides detailed information on selection of materials for the seal coat, design of the seal coat itself, and procedures for its application.
