As the Navy enters a period of fiscal austerity, it must learn from its experiences and avoid cutting any single functional area too heavily and defer, rather than cut, expensive acquisition programs that are necessary to ensure technological advantages in future conflict. Maintaining the current force at a sufficient state of readiness, while balancing procurement of the future fleet and researching creative solutions to technological challenges should be the Navy's focus.
