Excess power has implications of illegal and irresponsible use through excessive speeds. At high speeds, both vehicle safety capabilities (tires, handling, braking, etc.) and driver capabilities may be exceeded with grave danger to the lives of both the participants and innocent bystanders. This study was initiated in the framework of a proposal to limit the maximum speed of motor vehicles by the incorporation of built-in speed limiting devices. It was recognized that there were both pros and cons to such an approach to safety performance. On the one hand newspaper accounts of 100 mph hot pursuits ending in disaster are frequent. Introduction of speed limiting devices, set at say the maximum statutory limit, should not handicap drivers in any legitimate activity. Emergency vehicles and police cars could be excluded. On the other hand, it was also recognized that under completely innocent circumstances, drivers can get themselves into trouble situations where an additional speed margin (perhaps above the statutory limit) may mean the difference between an accident and accident avoidance. In the light of such pros and cons cited above and unknowns about feasibility, economics, and the practical aspects of standard promulgation and compliance, the present program was initiated to plan a comprehensive study program to investigate these various questions in depth.
