The report is a short-run projection to 1976 of costs, revenues, and estimates of profitability of the tuna purse seine fleet in 1976 before allowance for any impact that porpoise-kill quotas or other regulatory measures may have on the fleet. On average, vessels operated in the black in 1974. Projecting the costs of the sample vessels to 1976, together with revenue projections which assume (1) average landings that approximate fleet results in 1974 and (2) a yellowfin exvessel price of $600 and a skipjack price of $575, the average vessel will incur a net loss of $223,000 although it will cover variable costs by $191,000. If exvessel prices are at the lower limit estimates of $560 (yellowfin) and $525 (Skipjack) in 1976, which appears the more likely result based on industry consensus, the average vessel may incur a net loss of as much as $274,000 in 1976 although still covering variable costs.
