This report describes and discusses the ten most critical, current issues in the field of maritime transportation as perceived by the National Research Council's Maritime Transportation Board. The ten issues, in no priority order are: cargo, national security, federal policies, shipbuilding productivity, human resources, maritime safety, domestic shipping, ports and harbors, intermodalism.
