Warrants for the provision and guidelines for the design and siting of pedestrian foot-bridges and subways are suggested. Local and overseas surveys were conducted to investigate current practices regarding grade separation. Different approaches are required when proposing warrants for the provision of grade-separated pedestrian facilities on roads with and roads without access control. It is concluded that pedestrian and vehicular volumes on urban arterials in South Africa are capable of being handled by signal-controlled crossings and that grade-separated crossings are seldom, if ever, justified on these roads.
