The report describes the development and evaluation of incident detection algorithms for detector-computer systems. The study consists of four parts: Investigation of traffic phenomena under incident situations; development of incident detection algorithms; development of a simulation model of freeway traffic performance; and evaluation of incident detection algorithms using the simulation model, TRAFFIC. Two incident detection algorithms, the dynamical model and the stream discontinuity model are proposed. It is shown that the dynamical model produced very promising results.
