Engineers need estimates of capacity and delay in freeway work zones to schedule construction activities, justify closing lanes or additional expenses for keeping lanes open, or to determine user costs. Those making estimates have questioned the accuracy of current methods. This project investigated the capacity of and the delay in freeway work zones using portable detectors at key locations in 24 work zones where at least one lane was closed. Traffic demand exceeded capacity at ten sites during detection periods.
