The report, prepared by a panel of consultants to the Office of Science and Technology, identifies the technical approaches that may be applied to the improvement of the nation's air traffic control system. It recognizes the systems nature of air transportation and offers a positive view of the future in which advanced technology can be applied to this challenging problem. It is not offered as a definitive blueprint for the development program of the Federal Aviation Administration and the Department of Transportation, but rather it illustrates the innovative approaches that may be taken and should stimulate constructive dialogue on the nature of the air traffic control system of the future.
