The report provides a state-of-the-art review of current practices for pipeline crossings at highways. The report focuses on five areas (1) design and construction specifications put forth by various professional and regulatory institutions, with an examination of the performance record at pipeline crossings in the U.S., (2) construction at crossings, including pipeline deformations and soil dead loads, (3) traffic-related live loads, (4) corrosion conditions at pipeline crossings, and (5) analytical models and design procedures for determining pipeline stresses. The investigations show that adequate factors of safety, thicker wall pipe, and greater depths of installation for carrier pipes represent feasible alternatives to casings at highway crossings. Various foreign countries and many U.S. state highway authorities currently allow for uncased crossings, provided that suitable measures are followed to ensure safety. A design methodology has been developed and is described in the report to account for stresses at crossings in a systematic and comprehensive way, thereby providing a rational basis for the design of uncased carriers.
