System trade-offs and a preferred design of the SEOCS satellite are presented. Based on the description of the selected orbit the various parameters including their variations were derived. Launch aspects and orbit determination methods are discussed. The requirements of the scientific payload, consisting of six different instruments, are presented and the corresponding functional principle as well as the present design are described. Together with the necessary filter wheel the payload has been accommodated on one platform within the satellite. The basic spacecraft requirements are evaluated followed by the investigation of a number of suitable configurations. By means of an intensive system level trade-off these solutions were compared and assessed, resulting in a selection of the preferred concept. The design of the subsystems is outlined comprising requirements and baseline layout as well as alternative solutions where appropriate. The various operational phases, the control center, and the first concept of a mission operations plan are discussed.
