It is proposed to improve US 54, Wichita, Kansas, to provide two traffic lanes in each direction, a design speed of 70 MPH, and full control of access. Increased noise, light and air pollution may result from the additional traffic carried by the improvement. Existing businesses and residences will be displaced with an attendant loss of employment and tax base for the city. The business potential of existing commercial development may be impaired by the controlled access proposed for the improvement. Construction would require removal or displacement of topsoil, foliage and ground cover within the right-of-way.
