Mission, base, and logistics models were used to assess the feasibility of a lunar base. It is shown that a heavy lift launch vehicle (HLLV) using the present space shuttle main engine can serve as the backbone of such a lunar logistics system. A typical launch schedule reaching 24 flights in its 7th operational year is developed. This HLLV can carry 300 metric tons to the 530km space station orbit or 70 metric tons directly to the lunar surface. The lunar base model suggests landing the first 20 people on the Moon in 1999 and reaches a level of 120 people on the lunar base, plus 20 people in lunar orbit in its 8th year of operation. The lunar base facilities have a total mass of 4000 metric tons in its 10th year.
