When the Navy is not fighting, it is training. When the Navy is fighting, it is training. The most important ingredient in the Navy's success is the talent, energy, dedication, skill, and courage of Sailors. Their growth and development must be the highest priority of Navy leaders. This is the report to the Chief of Naval Operations on the results of the Executive Review of Navy Training. The Review and this report respond to the directions of our charter of October 2000. We were asked to examine Navy training and make substantive recommendations for: improving and aligning organizations; incorporating new technologies into Navy training and exploiting opportunities available from the private sector; and developing a continuum of lifelong learning and personal and professional development for Sailors.
