The purpose of the Caucasus Air Traffic Management Study is to examine means for improving safety and efficiency of air traffic within the Caucasus region between Georgia, Azerbaijan and Armenia above flight level 250. The study investigated all areas of air traffic management currently in use by all three countries and provides recommendations for future improvements. Initial meetings were conducted to develop a concept for conducting the study and a proposal was presented to TDA. Upon receiving approval from TDA of the study approach, visits to the Caucasus countries were completed to explain the idea behind the study and to secure official commitment of participation from each country as required by TDA. Having secured agreement of participation by all countries, the Grant Agreement was signed in May 2001 and the Study Team traveled to Caucasus for the site surveys in all three countries in June and July 2001. During the surveys an examination was completed of the civil air traffic control procedures, facilities, equipment, current air traffic and economics in all three Caucasus region countries.
