This report describes the spatial acquisition, tracking, and pointing system of the MIT Lincoln Laboratory Laser Intersatellite Transmission Experiment (LITE) flight package which was to be integrated on the NASA Advanced Communication Technology Satellite (ACTS). The overall design approach and underlying rationale are also discussed. Considerable attention is given to the characterization of the spacecraft's dynamic environment and its impact on acquisition and tracking subsystem design and performance. (RRH)
