The various elements of the operations ground segment for small payloads and satellites are analyzed and the areas where operations requirements and ground segment complexity could be scaled down in an effort to achieve lower cost to completion are identified. It is shown that these possibilities are dependent on mission type and requirements, and in turn can mean certain constraints on spacecraft and mission design.
