The report provides the American people with a national perspective on the physical and operating characteristics of the highway, bridge, and transit portions of the nation's intermodal transportation system. It offers a comprehensive, factual background to support development and evaluation of legislative, program, and budget options at all levels of government. This report incorporates a summary of highway and bridge information, transit system information, and results of a study on Interstate Needs required by Section 1107 of the Transportation Equity Act for the 21st Century (TEA-21). It is intended to provide an objective summary of highway, bridge, and transit finance, physical conditions, operational performance, finance, and future investment requirements. The study consolidated conditions, performance, and finance data provided by states, local government, and mass transit operators to provide a national level summary.
