The report reviews employment of merchant ships to support military operations, reserve and requisitioned ship resources, management and crewing of reserve and requisitioned ships, merchant ship spare parts of provisioning practices, the Defense Priority and Allocation System (DPAS), and supply support of General Agent managed ships during previous armed conflicts. Next it evaluates reserve ship supply readiness during the activation phase including a quantitative analysis of 5 RRF ships to determine onboard requirements versus availability of spare parts and consumable and expendable stores. It further evaluates the availability of required supplies for ships activating in the Tidewater VA area including bunkers, consumable, expendable, and subsistence stores. Following an evaluation of reserve and requisitioned ship supply support during the operation phase, a conceptual description of a Reserve Ship Supply System (RSSS) consisting of 7 subsystems is presented. These subsystems include: Configuration Management, Spare Parts Allowance, Spare Parts Management, Consumables and Expendables (C&E) Allowance, C&E Management, Subsistence Management, and Bunker Management. For each RSSS subsystem, recommended objectives, responsibilities (i.e. Navy (OP-42), Navy (MSC), and MARAD), and policies and procedures are identified.
