The study was undertaken to assist developing countries in making economically rational choices in transport technologies--and thus to assist in their economic development and eventually to reduce the need for external capital assistance. The study uses cost simulation models for road, rail and air transport modes to develop guidelines for planners, taking account of the varying conditions of factor endowments (i.e., availabilities of labor, capital, and other resources) in the developing countries. Investment decisions involving choice of technology and mode may be expected to be sensitive to differences in prices of inputs. The sample problems of the report concern: A comparison of investment in a new rail facility and in a new road to serve a route between two traffic centers (nodes); and an evaluation of the various trade-offs involving vehicle technology and airport investment.
