A computer software model for a space based radar system is described. The model includes algorithms for estimating ship and aircraft radar cross sections, land and sea clutter, and effects caused by jamming. The model includes a resource scheduler which considers prime power and time availability to assign radar coverage of specific regions to a satellite. (Author)
