Ever since the opening of a new chapter of spaceflight activity on October 4, 1957, the Soviet Union and the United States and launched a total of nine scientific satellites in a little over one year's time and had obtained preliminary understanding of some conditions outside the earth's atmosphere to set the ground for further spaceflight activities. At that time, out of needs for military and civilian practical applications, in addition to continuing the development of scientific satellites and thoroughly studying the other space the manufacturing of application satellites that have practical values had become a pressing matter of the moment.
