Countrywide surveys on urban and rural roads to measure rear axle loads of heavy vehicles have shown that, on average, 16% of all such axles travelling on our roads are loaded beyond the legal limit. Research in the USA and South Africa has shown that damage to the road by axle loads that exceed the legal limit increases out of all proportion to the loads: for example, an axle carrying twice the legal load causes 18 times as much damage as one legal axle load. It is therefore strongly recommended that the level of enforcement of the regulations regarding axle loads be increased considerably and also that the scale of fines imposed upon conviction should be increased.
