Adoption of a full-scale inspection program in Maryland will: (1) help to ensure that all motor vehicles are in safe operating condition and thereby minimize the potential for accident involvement due to vehicle defects and, (2) enable the State to comply with the requirements of the National Highway Safety Bureau. Basic decisions must be reached in Maryland concerning both the type and quality of inspection program that should be established to make it acceptable to the vehicle owners of the State and at the same time conform with the required standards. This report discusses the approaches that can be taken to accomplish this objective. The basic methods currently in use throughout the United States, coupled with emerging concepts, systems and demands, are reviewed so that Maryland can evaluate its program needs. (Author)
