This report has been prepared to serve as a guide for shipowners, designers, and maritime authorities when they evaluate free-fall lifeboat systems. Provisions for boarding, launching, and recovery of free-fall lifeboats are reviewed in relation to systems used with conventional lifeboats. Crew considerations such as training, drills, and human factors are examined. The improved safety achieved through the use of free-fall lifeboat systems is assessed. Applicable regulations and approval procedures of the United States and international regulatory bodies are reviewed. The advantages and disadvantages of free-fall lifeboat systems are identified, including their impact on ship design and cost. The current United States market for free-fall lifeboat manufacturing in the United States is also examined.
