Many defense mobilization movements in the United States will depend on low volume branch rail lines that are potential candidates for abandonment. During mobilization, these lines are expected to handle large volumes of traffic. Defense essentiality, however, does not assure retention of these lines. The Departments of Defense and Transportation need to resolve the apparent conflict between the national economic policy and the needs of national defense to assure essential defense rail service is retained. Also, the Secretary of Defense needs to better determine what defense rail capabilities should be improved.
