The results of an interim study of the economic and operational impacts of automatic dependent surveillance (ADS) are discussed. ADS will make provisions for satellite communications and advanced air traffic control (ATC) automation and will enhance air traffic services in oceanic and other airspaces. ADS will provide direct communication between pilots and air traffic controllers and enhanced ATC flight monitoring and airspace management capabilities. The benefit and cost study identified the operational benefits and implementation requirements of ADS and analyzed their potential impacts on users and providers of air traffic services. Potential safety benefits were qualitatively assessed, and potential cost savings due to ADS operations and implementation costs were quantitatively estimated. The study examined implementation and potential operational impacts for the North Atlantic and Pacific oceanic areas through the year 2010. The resulting estimated cost savings due to ADS exceed the estimated implementation costs.
