The overall technical, economic, environmental, institutional, and legal considerations of coal and lignite development in Texas is discussed. In summary, while the railroads appear to be capable of transporting all of Texas coal needs, sufficient demand should exist to support both rail and pipeline usage. In the near-term, Texas consumers should economically benefit from coal slurry pipelines, but long-term benefits will depend on federal regulatory policies. (ERA citation 09:007168)
