The improvement involves the reconstruction and/or relocation of a section of U.S. Route 40 approximately 3.8 miles in length in Frederick County, Maryland as part of a major interstate transportation system in Maryland. The construction of a highway of this magnitude will result in both beneficial and adverse environmental effects. These are reported.
