The report is oriented towards the implementation of programs for transportation development in the Syracuse Metropolitan Area (SMA). It provides an analysis of the existing street and highway inventory and projects growth trends. Parameters for development are outlined in the section concerning goals and standards. Complementing the goals and standards, is a functional classification system for streets and highways in the SMA. Reviewed by the State and Federal Departments of Transportation, the functional classification system will provide the foundation for Federal Aid Programs. The highway plan, per se, chronicles programmed capital improvements for Interstate, State, County, and City arterials. It outlines anticipated completion dates and gives cost estimates. (Author)
