The Naval Research Laboratory's Low-power Atmospheric Compensation Experiment (LACE) Program was established to provide and operate a satellite that could carry and support instruments to measure the intensity and distribution of low-energy laser beams transmitted from Earth; to image the ultraviolet emission from rocket plumes at high altitudes; and to measure the spectrum and distribution of terrestrial neutrons. The satellite was launched on 14 February 1990. It made many successful laser beam measurements; collected high-quality emission images from four rocket launches in four attempts; and made neutron background measurements almost continuously for 36 months.
