Research has shown that nighttime seat belt use is lower than daytime use. There is also an overrepresentation of fatal crashes at night. Therefore a proper estimate of statewide nighttime seat belt use would be beneficial to understanding the problem of nighttime driving risk. Some early research efforts have attempted to provide such an estimate but these have fallen short in that they failed to address two issues related to a statewide night estimate: a decrease in traffic volume that is variable across functional class, and the large percentage of night traffic made up commercial vehicles (particularly large trucks) primarily on higher volume roadways. This report provides States with options regarding how to estimate statewide seat belt use at night. It also provides a detailed description of how to conduct night observations.
