A continuing concern exists over the shipyard capacity and capability available in the Department of Defense and the amount needed for mobilization. This report shows that the current size of the shipyard complex has evolved without adequate consideration of mobilization requirements. It also identifies opportunities for improving current shipyard operations through better management of shipyard labor and material resources. Navy plans for costly shipyard modernizations should interest a number of congressional committees.
