The study continued to monitor the use of occupant restraint systems and motorcycle/moped helmet usage in 19 U.S. cities during 1988. A total of 296,711 observations of automobile drivers indicated an overall driver safety belt usage rate of 46.3 percent. The driver safety belt usage rate in areas that have mandatory use laws was 50.8 percent compared to a 34.3 percent usage in areas with no use laws. Automobiles equipped with automatic belt systems had an overall driver belt use rate of 88.1 percent. The motorized shoulder belt system that could not be disconnected displayed the highest use rate of 98.3 percent. The lowest automatic system use rate of 76.6 percent was observed from the combination lap and shoulder belt combination with disconnect.
