Pursuant to provisions of the National Environmental Policy Act (NEPA), 42 U.S. Code 4321 et seq., implementing Council on Environmental Quality (CEQ) regulations, 40 Code of Federal Regulations (CFR) 1500-1508, and 32 CFR Part 989, Environmental Impact Analysis Process, the United States (U.S.) Air Force and Space Exploration Technologies (SpaceX) conducted an assessment of the potential environmental consequences associated with the operation of the Falcon 9 and Falcon 9 Heavy launch vehicle programs from Space Launch Complex 4 East (SLC-4E) on Vandenberg Air Force Base (V AFB or Base), California. The Environmental Assessment (EA), incorporated by reference to this finding, considers all potential environmental impacts of the Proposed Action and the No-Action Alternative. The EA also considers these impacts cumulatively, in conjunction with other agency projects near and at V AFB. The EA analyzes the potential environmental consequences of activities associated with the proposed modifications to SLC-4E to accommodate the Falcon 9 and Falcon 9 Heavy launch vehicle programs, and their operation from SLC-4E, and provides guidelines to avoid adverse environmental effects.
